Pressure escaping through gas cap!!!HELP

Well I was having a problem with the car building too much pressure in the gas tank, and a awful fuel smell in the interior. I Pulled the charcoal canister off today, and after shaking it, you can hear all the charcoal. Upon turning it upside down, a lot of charcoal came out. I replaced the charcoal canister, and the gas cap (non vented). After a small drive tonight, I got home turned the car off, and I could hear a "hissing" coming from the gas cap. I removed the cap, and almost gone blown away from the amount of pressure in the tank. What can this be, and how can I solve it? Gas tank vent clogged? Vented gas cap? Part number? Thanks a lot guys!

The gas tank has a pressure relief valve; it's located above the rear axle mounted close to the driver's side spring.

also, when I removed the EVAP charcoal canister, the "Air inlet" tube( middle of the tank tube, and purge tube), it was not connected on the other end, could this be the culprit?

Yes I was referring to the fuel tank vent from the photo you posted.
