plugs robbing power?

My good freind has a 97 T/A almost bone stock with 84k. I was talking to him and he complained his car didnt seem as fast as it once was. I told him its probably just a mental thing but last night an auto 95 mustang gt with intake headers and cat-back was dead even with him from a 40 punch till around 75 or 80. So far we have gone and checked fuel pressure the opti but havnt changed the plugs yet. I dont think he has ever changed the plugs in his car. Could this be robbing power?

The Ac delco plugs are good but they wont last as chevy says.I know its a pita to change plugs with the stock manifolds but he is definetly due for the plugs to be done.I like to change them every 4000 miles but I have long tubes so its alot easier. Also while you change the plugs go all the way and get some new wires.
