Please help to get my new motor w/cc305 etc to run right.

Ok so i go to the shop to drive my car for the first time today. The new engine was just finished being installed. First let me start with my mods:

New 355
Eagle Crank
Scat 4340 Rods
Speed pro .030 over pistons
CC305 cam
Crane Valve springs
Crane Roller lifter
Crane Gold non-SA roller rockers
Comp Hardend pushrods
Comp Hardned guidplates
Lunatti double roller timming set
MAC headers/ Y pipe
New plugs and wires

Here is the problem. The car starts up and idles good (loopey)

When i am drivning up to about 2400 RPM the car is a dog. Makes Poping noise back through the intake and just don't have any power. After it reaches 2500-2700 RPM's it goes. It seems to me like it is running really rich. Smells rich and the poping through the intake.

I did notice that the Fuel Pressure Regulator is kinda smashed a little bit. The cylinder part has about a 1/4" deep gash in it.
Do you think this could be it?

I was under the impression i wouldn't need a stall with this cam am i wrong?

Also this is on stock tunning. I plan to get the PCMFORLESS and put it in. I don't think it will fix my problems though. I think there is either a vaccum leak somewhere, maybe a electrical sensor( no SES light though) Once it hits about 2500 RPM it instantly clears up and runs fine.

What do you guys think?

Check for vacuum with a vacuum gauge. Check your fuel pressure with a fuel pressure gauge. FP should read ~43.5 psi with the vacuum removed from the regulator.
