o2 sensor question

o2 sensor question

I am a bit confused right now. I have an A/F guage and if i have the key off and turn the the guage on (i have it controled through a togle switch temporarly) it reads in the middle of stoich, but if i just turn the key forward it is the second from last bar in rich. I though that the o2 sensor worked by sending the pcm a voltage signal, so why would that signal change when the key is just turned forward?

i am not sure but does it have anything to do with the way the cam's lob is? i was thinking the same a while back and someone had told me this... so i dunno
