in the pictures look at the brass metal piece that the spring hooks too
at the top it has the idle stop at the bottom under the spring it has the wot stop
I went out and checked mine, and this is what comes around and stops the throttle. that and the plastic guard

Here it is at closed position and theres the factory (Holley) throttle stop (circled)
Here it is at WOT
heres the thing, when the factory WOT stop comes into contact with the body (circled above) its already WAY past wide open...probably a good 10 degrees or so. Thats what im trying to get ideas on...fabricate something so it (the butterflies) will actually be horizontal with the bores...not beyond, the factory Holley stop is just so far off it allows the butterflies to go way beyond WOT.

well I checked mine and its fine, so yours must be defective.
as to a fix you could weld an extra piece of metal to that one or maybe screw an extra piece on. what maybe 1/8" of material or less
or possibly bend the tab more with a small adjustable wrench
if its new Id carry it back and get a new one, and check it first.

Never had that problem with my 58mm Holley TB. However, I did have a problem with the throttle stop piece fitting loosly in the groove machined in the side of the billet aluminum quadrent. There was just enough play to allow the stamped stop lever to move forward and backward in the groove. That caused the closed throttle voltage to vary excessively. I had to pin the throttle stop piece to the quadrent.
If you can't find some sort of defect in the system, looks like you need to super glue a thin shim under the body, where the open throttle limiter hits the underside of the throttle stop screw projection on the body. That will stop the rotation sooner.
