My '95 camaro z-28 will not start

Unhappy My '95 camaro z-28 will not start

I have a '95 Camaro Z-28 with a freshly built 383 Stroker. My problem is my car will not start at all! I put a brand new battery, the lights all come on but the engine will not crank at all. When I turn the ignition key all I get is a faint click of a relay making contact and that is it. I do not even hear the fuel pump turn on, and
the battery gauge does not even move period. I would deeply appreciate it if someone can give me an idea of what this problem can be.

P.S. I checked the voltage at pin #30 (PCM Ignition Feed Circuit) and I do not get voltage. I also checked voltage at fuse #5 and there is nothing. I do get voltage at pin # 31 (PCM Battery Feed Circuit).

Sounds like a possible problem with the ignition switch. The PCM BAT pins (B15/B31) are fed directly off the battery (red distribution box) via a fusible link. That circuit would appear to be intact. The circuit you don't have voltage on, or apparently weak voltage is the part that goes through the switch.
