It's just less picky and less sensitive, thats the onbly reason why it responds to mods better. You won't be able to stall above 3,000 on OBD1 though. It's really a matter of preference.

just get an obd1, keep your stock PCM, and when it comes time to smog it put the obd2 back on. easy as that.
if you arent planning on doing any extreme mods i would recommend just staying with OBDII, its cheaper and your only gonna get a couple of horses...not worth the extra cash.
i should have gone obdI so i could use tuner cat.....now im kicking myself!

Here's my setup
'94 LT1 36K miles

K&N CAI
Madz28 tune
282 rwhp 319 ft-lb
Before I have 269 and 309 without his tune. There's more to be had if I sent it back. The car is an even/flat 12.0:1 all the way across the board. but, I'm not a drag racer, but I autocross and am going to run road courses. So due to the increased heat and longer run times I told him to tune it conservatively. If the car heats up really hot it will drop to 275/6 on the dyno.
I'm waiting til headers this fall before I have it retuned.

So then I should keep it OBDII and use the email saver package? And get exactly what I want done? But other then the skip shift being eliminated, getting all the extra ponies, disabling the knock module, adjusting rev limited, speed limiter, fans coming on at 190 degrees (Using a 160 Degree Thermostat)... I don't know what else to get. Is there anything else useful? I'm getting headers, plugs, and wires in like 4-5 months, but I was told nothing needs to be re-tuned afterwards. Thanks for all the help.

You can lay down a deposit so that he programs an existing PCM and sends it to you, and when you get it, you send yours back to him. There's a 10$ charge for that, but there is no down time. He CAN tune OBDII cars and get awesome results. Gas mileage got slightly better for my car, as I'm sure it would for you. There aren't any negative sides to this mod, and you can always get it reprogrammed for 40 bucks later down the line if you choose to add gears or bigger tires or something.

It's definately one of the better ones out there. Ion himself sent me an e-mail that said, "Typically, you will see at least a 13 RWHP gain over the stock tune..." I'm assuming you can get a bit more once you tune for bigger things, like heads/cam and stuff like that.
