I bought some permatex gasket removal on it and it is coming off pretty easy.

powder coat

if it was me i would just remove what you dont want. i have had similar problems with powder coating. take some painters tape and make a border were you want to remove the powder. then take a razor cut along the tape to make a nice line. get a die grinder with a 3M scotch bright pad and remove what you dont want. the rest of the powder coating SHOULD not flake or be effected. but it depends on how many mil thick it is and how well the area was prepared before they coated it. if you are still gun shy after you remove the excess get some brake caliper paint from your local auto parts store and go around the seam of what you just took off.

I took it back today for them to redo it. I told them today not to spray the bottom at all. It was too much work trying to remove it all.
