LT1 block VS reg 350 block

What is the main difference? Could you just slap all of the LT1 goodies on a reg 350block

No, the water passages in the deck surface are drilled differently to be compatible with the reverse cooling of the LT1 heads. Otherwise it is the same as other 1-pc. rear seal blocks.

what about if the cast iron heads on the lt1(like) motor?

They have the same water passage locations as the aluminum LT1 heads and are not directly compatible/interchangeable with the regular SBC.

Depends what you mean by "goodies"..... the entire front of the block is different, requiring a different water pump, distributor, etc.
