On a stock LT1, a ported&polished intake manifold and a ignition box are not good starter mods and will really be of no benefit until you add a cam and ported heads into the mix. Start with a cold air intake and some exhaust work if you want to gain some extra power.

Port and Polish is kind of an old term. I don't think anyone polishes intake ports any more, though they still polished combustion chambers. What your really asking about is port matching, where the outlet ports on the intake manifold and the inlet ports on the heads are machined to match so there are no restrictions to the air flow. At the same time, usually the valve pockets and combustion chambers are also done. And things like over size valves and springs are installed, a "racing" valve jobs is done, etc. in prep for a "bigger" cam.
Like 2000GTP said, this by itself will not make a noticable difference.
