Idle speed is controlled by the PCM, using the idle air control (IAC) motor in the base of the throttle body. Possibly the IAC motor is faulty, the wiring is faulty, or the IAC passages in the TB housing are plugged up. Could also be a sign that the TB was not set up properly when it was installed, checking to insure the IAC counts in the PCM are in the range of 20-40 when the engine is idling at the RPM programmed into the PCM.

You need to put a scanner on it and look at how the IAC counts are reacting to the incorrect idle speed. IF the PCM is increasing the counts, but the idle speed isn't coming up, you know that you have one of the above problems.

When in doubt, go to Shoebox's tech pages, and pull up a picture.....

IAC motor

The idle air enters through a hole in the bottom triangle between the throttle bores in the throttle body, and goes into a removable cover plate on the bottom of the throttle body, where the IAC motor is located.
