You need an OBD-I scanner, and it has to have the adapter to connect its 12-pin connector to your 95's 16-pin ALDL connector. Or use the jumper wires shown on Shoebox's site:

When I installed a new BBK 58mm TB on my 388 I had to open the butterflies a bit even though the directions that came with the TB claimed it was supposed to be a bolt one, factory set, blah, blah, blah.

I used the minimum airflow adjustment screw to open the butteflies. After doing that the IAC counts came down to the mid 20's and, after the engine was shut down and re-started, the engine idled at the PCM re-programmed idle speeds from then on.

Tweaking is all mine needed.

95_formula:
Get an interface cable
(I went to Tunertools.com ... http://tunertools.com/ALDL_Cables.asp)
and a copy of Freescan just like the title says - no cost.
It will provide the TPS and IAC data you need plus a good deal more. Wherever you get the cable at, tell them you've got a '95. The cable/connector configuration is different from other years.
Good Luck
