how to set rr's - lifters lose pressure

How do I set my rr's? I pulled the valve covers and noticed that the heights of the rr's were about the same. When I fired up the engine and shut it down, the rr's had obvious different heights, which is what I would expect. Thus I believe I have a problem. -- no oil in lifters when cold?

Is it possible that my valves are never completely closing? What problems would this pose?

I know I should set them while running, but it is difficult with they oil spray and having to use a wrench and allen wrench to tighten them down.

Try doing one side at a time. You might also want to try tightening them down with the polylock instead of the allen part in the middle. Set your preload just an 1/8 turn less than what you want. Then turn the allen lock until it's just hand tight, then tighten the whole thing down by turning the larger part as far as you can. That should get you to that last 1/8 turn to finish your preload. I've found this works best.
