How much would it take for a pre 96 Z28 LT1 to beat a 2002 SS LS1.
The first time I have ever been to the track was this summer. I ran three runs in my '97 M6 Z28. All 14.0@100. I just had a CAI and Hooker cat-back. The same night I saw several LS1's running between 13.8-14.2. Even LS1's with a lid and cat-back were running similar times to me.
I know someone with an '02 TA that cannot break out of the 14's. It could possibly be the driver, but until he lets someone else run it down the track we won't know.

Full exhaust/CAI on an LT1 will make it a drivers race with stock LS1's. I could pull most stockish LS1's from a roll when my car was bolt-on only. From a stop it's even more of a drivers race. It will be really close either way. LS1's are pretty strong stock and bolt-ons help them out a bunch, just like LT1's. Mod for mod you'll get owned.
Stock for stock, the LS1 is obviously faster, but not that much faster. In the 1/8th, the LT1 is very competitive, but the LS1 pulls hard on high end. All you need is a few bolt-ons and the LS1 is toast. Save your money, buy a cheap LT1 for $2500-$5000 and sink a couple hundred dollars in it and you'll laugh all the way to the bank while the LS1 owner makes his healthy car payment
