The IAC count can certainly go to zero, that is when the computer is trying to lower the idle, but you either have the throttle blades proped too far open or you have a vacuum leak.
As far as the TPS voltage, .9v is the high limit of the computers acceptable range, and IIRC .2v is the low limit. The car goes into PE mode (WOT fueling and timing) when you hit a certain TPS value. So the legendary mod that you speak of would get you into PE mode at a lower actual throttle position. This isn't necessary in a car that is in proper tune, and the TPS is used for so many part throttle tables that I like to give it a larger range of values to work with.

Supposedly, it is in theory supposed to but you right on the edge of "off idle" in regards to TPS, instead of having to rotate the TB blades the distance required for .5V before the PCM realizes it's off-idle...something to think about I guess, maybe someone can chime in...
