Is This a Fuel Pump Problem??
All this started after i nearly ran it out of gas the 2nd time. The 1st time i ran it completely out and someone came and brought me gas. Drove fine once i filled up. 2nd time I was near empty and drove it about 2 miles with it lugging really bad, we're talking near 1k RPMs putt putting around (had to make it to the station). Filled up and it drove fine. Came out of school hours later. Started driving and it acked up a few mins after driving.
Now the Symptoms/problems
It normally drives fine for the 1st few mins and then it will start to lug (just like it did when it was running out of gas). As if its not getting enough gas but normally once you get around 2000 RPM. or you get the paddle down to about half way, it will suddently kick back in a start to run a little more normal but it still lacks alot of power.
Now the hotter the day the sooner it seems to start doing this/ the worse it gets. I.E. If its 60F it may not really do it at all. but if its 80 it will take 15ish min and if its 90 it may take 10-5 mins for it to start doing it.
3rd it also seems to effect the car at idle and it will idle lower and sometimes act like its going to die. The exhaust note also seems to change when it starts doing this.
My conclusion
Was that it is the pump and if the air is cold or just for when the pump is still cold and not warm yet after running awhile is when it starts doing it. It seems the hotter outside it gets the sooner and worse it does it.

Running the fuel tank that low that many times can be bad. you may have damaged the fuel pump. Remember, that the fuel, naturally being cold, cools down the pump. Running it as low as you did and out of fuel means the pump was running its internals down, heating up and so forth.
Get a fuel press guage for the shrader valve. Prime the fuel pump (turn key just before ignition so that the pump primes. Leave it and watch the gauge. If psi only goes down 5 psi or so, you should be fine. if it goes down more and leaks down slowly over the next little bit-bad pump.

its no mystery what happens when you get below 1/4 tank. So why do people do it?
I had one almost run out of gas experiance when I 1st got my car.......i quickly learned 1/4 of a tank meant your next stop was the gas station, no if ands or buts.
go get an out of tank pump if you wanna keep running it down to E and chugging off to the side of the road.

Damn gauge is near evil.
Ill get the gauge and see what kind of pressure im getting then
