Depends..
Getting gears like going from 3.23/3.42's to 4.10's then running you will ET better but MPH the same or lower.
Getting tire (ET Streets or such) and keeping everything the same and thus only adding traction, you should ET lower and MPH a little higher..

my own experiance with this is as follows...my buddy has a 97 trans am auto...his first run he baked the tires for 150 feet....15.22@98mph
seconds run he left off idle and the tires chirrped a little....13.98@101.....
so no wheelspin got him more mph and a lower ET...the 60 foot was substaintially quicker
