I was just curious because I put my motor back together and cranked it. I was pre-oiling the motor and it sounded weird, that was because I had the plugs out it was just winding. I took off the converter cover and saw the starter engaged. It stays that way???

 

No. The starter gear should retract from the ring gear. Sounds like it is binding. Did you check tooth clearance and shim correctly?
