Does the IAC open at full throttle?

When you go WOT, does the IAC open all the way? Or is it not affected?

A couple of my old data logs show the IAC settling at around 75 steps/counts when at WOT. So, it does seem to open up a bit.

It opens up so that a sudden throttle closure does not stall the engine.
