Do shorty's offer improvement on...

Sounds like Long Tube's are the way to go for headers. I own a 93 Firebird Formula (A4, 350 LT1) which is bone stock. I have K&N CAI which is not installed yet... but i'm very close to purchasing a set of headers. I'm in British Columbia (Vancouver, Canada for those who dont know) and have to deal with emissions. I've heard the 1 3/4" primary SLP Shorty's seem like the best way to go, but are they really worth all the money? I'd much rather have the long tubes, but unfortunately that isn't an option.

Noticeable gains with shorties and a magnaflow catback?

Sure shorties make more hp than the stock manifolds. There was a guy here named Dr. Mudge who was making better than 400 hp with SLPs.
But apparently they do have other issues

here's my times (sig) with some '****ty' 96-97 slp shorties. this was at 500'.

If you can afford it I'd say go for the Arizona Speed and Marine headers. They're about as good as you can get next to long tubes. Plus they're a mid-length header, will allow you to pass emissions (ulnless they make you show a CARB number there, which I highly doubt).
