Defective lifter?

I just installed new comp lifters after soaking them in oil overnight. When I set the lash on the roller rockers I had one lifter out of the sixteen that felt soft. The half turn after zero lash can be accomplished by hand while the others required a wrench. Should this lifter pump up when I start the car or is there a problem with it? Better to find out now while the motor is apart.

Thanks!

honestly i wouldn't worry about it as long as nothing seems "broke" like a busted clip ect..
I have done alot of cam swaps on various engines and alot of the times a few of the lifters will be real easy to push down like that when they are new. After they fire up and get oil pressure the looseness goes away..
