Are you looking to just scan codes or are you looking to delve further into the PCM? Autotap will do just that, but Autozone will scan the codes for free. There are several low-cost scanners available. A quick search will result dozens.
TTS Datamaster is only for OBD-I. He can't use it on an OBD-II PCM. One of the more usefull data logging systems for OBD-II is AutoTap.
You can get an OBD-II code reader on Harbor Freight for less than $50. Someone here bought one and tested it and found it performed well.
"Resetting the computer" in the sense he used means clearing the codes. Most (but not all) OBD-II code readers will clear the codes. If you don't mind losing the long term fuel corrections, you can pull the "PCM BAT" fuse for 30 seconds. There are some OBD-II codes that will not clear this way though.
