Code P1441 Evaporative Emission (EVAP) System Flow During Non-Purge

My 1997 LT1 is showing code P1441, Evaporative Emission (EVAP) System Flow During Non-Purge. I do have the upper vacuum line attached to the throttle body, and the lower to the charcoal canister (I believe).

I removed part #14 (the lower hose) from part# 7 on this diagram http://shbox.com/1/1996_evap.jpg and it was sucking vacuum, so I assumed part# 7 (the purge soleniod) was just stuck open, but when I disconnected the electrical connection it was still pulling vacuum.

My question is that in the other posts I searched about this code, it said that if the soleniod was stuck open and the electrical was disconnected the vacuum would go away. Anyone know what the problem is?

Thanks!

pull the purge line off the canister(at the rear, near the tank) and off at the solenoid, blow thw line out(blow hard, or use compressed air), if you get ANY black chunks or specs, you need to replace the canister and the solenoid

OK I removed the line from the charcoal canister to the EVAP purge sensor and blew compresser air through it, no debris. My girlfriend got a face full of compressed air though....haha

If the code signifies the system is purging when it's not supposed to why would the canister be at fault? Was I looking for debis that could have damaged the valve?

Also if the valve is damaged would it just stay stuck open and that's why when I removed the power supply the valve stayed open anyway?

I know it's not a bad sensor becasue there is vacuum going through the system at idol.....btw the car has 62K on it

The canister purge solenoid is normally closed. I had a problem of liquid I think water getting into mine because it was always after driving in the rain. I just blew the solenoid out and it worked again. I figured that out after replacing it 2 times.

dude, i screwed with that crap for about a month and got sick of it. i did headers well the SES light was on cause it(same code as you got) and then took it to get tuned for EGR and AIR delete and he yanked the EVAP off too. i couldnt be happier. smells like fuel sometimes when im stopped and people complain of my cars smell but that might just be no cats. lol. anyways delete it if you can.

I had you check for chucks of carbon from a failing canister, if they had been in there, they would jam the solenoid open, however, since the line was clear, you should be good just replacing the solenoid

Did you try blowing compressed air through the solenoid?

I did blow compressed air through the soleniod and it's still stuck open. I'm going to replace the soleniod and since the canister didn't blow chunks I'll leave that be. Hopefully no mo SES light....Thanks

What is part# 11 in the diagram? Does anyone have a drawing of the entire canister/purge system?

Shoebox also has the back end components diagram:
