If the engine is running, its a "stored" code. Probably set when the PCM tried to synch with the Opti on initial startup. Clear it and see how soon it comes back. I would also make sure the harness connector is clean and not damaged, and no high voltage wires located too close to it.

If its an "active" code, the engine wouldn't be running. PCM shuts down the fuel system on loss of low res pulse.

.... and stopped? Would not restart? Not clear on exactly what happened.

If it won't start, and you are getting only DTC 16, either the harness wire that carries the low res pulse from the Opti to the PCM is faulty, or the optical module in the Opti is deceased. One other remote possibility that I alluded to earlier - if you have some high voltage wires too close to the Opti harness, it can induce signals in the harness wire that corrupt the pulse pattern.

oh and if you have free scan hooked up to your car and the battery on the car dieds do i need to worry about my pcm being fried??? that just happend to me... Oh well I guess I will get the battery charger out...
