Can removing the cats cause the car to have poor acceleration and poor speed,

I have a 1994 z28 camaro and I bought the car from someone and it has poor acceleration and is just gutless, I noticed the cats are gone can that be the cause because it is not tuned if not what else can it be

Definitely not the cause. In OBD-1 the PCM has no way to tell if the cat (only one on a 94) is there at all. In fact, removing the cat should produce a small increase in power.

Provide additional info about the car - auto or manual, stock engine or modified (if so, what engine mods?), miles on engine, miles since last plug, wire O2. sensor change.

ya it is a automatic, has stock engine no modifications other than aftermarket exhaust system and a new optispark, o2 sensor is unplugged and i have messed with it no difference, and I bought the car from someone so not sure about the plugs

What brand is the Opti? Who installed it? Are you absolutely sure the Opti drive shaft was indexed correctly to the cam sprocket? In theory, it only goes together one way, but about 10% of the installs seems to get it wrong. Most Opti's on the market today are cheap Chinese junk. The only one that seems to be high quality and reliable is the one sold by Petris.

There are two O2 sensors - one for each bank of the engine, Headers or stock manifolds? If headers, do they have a Y-pipe and a single intermediate pipe to the rear, or are they true duals? You should have an SES light on for a missing O2 sensor. Is it on? If so, have you scanned it for codes? The PCM can't correct the A/F ratio unless both O2 sensors are installed and working correctly.
