anyone notice a hole under the plate on the bottom of their intake?

I have been tracing a 3k rpm idle on my new stroker motor, and found a hole on the bottom of the intake. Why it's there, I dont know. Looks like someone used a die grinder with a cutoff wheel and cut a hole into it until it broke through where the PCV port is, then stopped. But it's somewhat factory looking. Can't find anything under a search. What's the deal?

That's the passage that allows the PCV valve to pull the crankcase vapor out of the lifter valley.
