I highly recommend you test at this location (as I mentioned in post #12) before going further.

Lack of troubleshooting can often only make the situation worse.

ok. I have a 680 ohm resistor. if this current work what should I do next?

Everything you need to know has already been provided in this thread.

Unplug the VATS connection to the key cylinder under the dash and connect one leg of the resistor the purple/white wire and the other leg of the resistor to the black/white wire. You can leave the connector on and make connection that way for now to see if it works. Then you can worry on a more permanent fix.
