95 Z28 vs 97 supercharged cobra
I've always heard that 4.10's allow a Cobra to pulls harder in 5th gear. Similar setups have reported a top speed of 160 in 5th with a supercharger and 4.10's.
How much boost is he running? Low 13's are horrible times for that car, he should be running that without the charger but with the other mods.
Figure about $3k to do heads/cam the right way with a decent tune.

What trap speed was he running? 13's sounds slow for that car, but it might be at 115+ mph, where right now you might be going 99 mph.
My Mustang went 10.9@128 with 430 rwhp. It is all about putting the power to the ground.
Go to the track and pay attention to the cars there. There are always cars that have a ton of parts and run stockish times. Then there are cars that look pretty stock and run like a raped ape. It is all about the overall tune.
A lot of blown 4.6 Cobras are lowered, 18" wheels, etc... and spin right through 3rd gear. But I have seen a lot of them go 120 mph in the 1/4.
You could probably throw some sticky drag tires on your stock car and beat him from a dead dig until 45-50 mph. Then he will freight train ya.

His car is stock so you have to figure in all of the supporting mods too.
If this putz is actually running 13's, then he can definitely slay this cobra for $2k. I would bet on it. A cam kit with longtubes, CAI, roller rockers, catback, stall converter, drag radials, and possibly gears if you dont have at least 3.42 and you'll **** in his cornflakes I guarantee it. Obvoiusly you'll need a mailorder tune for these mods. This should all be in your $2k range, especially since you have a friend to do the installs. All this will work hand in hand, to hand him his ***.
To prove this point, just go to your local Ford dealer and ask what how much money it takes to buy a high twelve second Mustang with 500 "Flywheel" HP, it will cost you $30,000 over sticker.
Just have him pull the supercharger off and race him NA.
