Some exhaust work, a 150 shot, and some sticky tires would probably be your quickest bet. Or you can do a stroker with nitrous and really show him who is boss.

Yes it is. Sounds like he aint plannin on spending $2500 right now, and seeing how heads/cam intake/exhaust + all the labor if he aint doing the work himself will put him at least in that area if not more. Throwin a good wet kit on there tuned correctly will stomp that cobra when need be, and still be every bit streetable as it is now, all for under $1000.

Nitrous is the cheapest and quickest horsepower. If you race all the time there are better options because at $4 pound, it can add up if using 20lbs week. But for having a streetable car that can put up some good power and torque numbers when needed. A entry level wet nozzle kit and a bottle heater for less then $600. Then add some long tubes.

Although using the juice would be the cheepest easiest way to win over the Slowbra, the next easiest way to make you car fast would be to put a MONSTER cam, along with some 4:10's, and some REALLy sticky tires (along with all the supporting mods such as full exhuast, and CAI. Heads would help big time as well, but they can get expensive. Some things you can do pretty cheep, like hand port your intake as well as your stock heads.

It sounds like you need to beet this dude on a budget. Most guys are correct in saying Nitrous will be the cheepest and easiest.

Thanks guys, I appreciate all the input.

He's running 4.10's and recently messed up his tune trying to put an intercooler off of ebay on his blower. Tops he's now putting out 390 to the wheel.

I've got about 2k to spend on parts etc, my best friend owns a shop and will do any installs, as long as they're not too terribly major, for free. What kind of cam do you advise?

As far as nos, I want to be able to beat this guy off the line, any time, any where. I hate hearing bragging about how ferd is the fastest domestic car company.

Get heads and a custom cam. If you want the best bang for your buck when talking cams, ALWAYS go custom. I'd recommend Jay Allen of camshaftinnovations.com personally. Then get all the supporting bolt-ons and a dynotune and you won't have a problem with his slobra.

Now if you're staying within your $2k budget, because the above WILL be more than 2k done properly:

Nitrous kit: $500
4.10s: $200
Pacesetter LTs: $450
Dynotune: $400

Spend the rest on the nickel and dime stuff.

We need to know a little more about these cars. Is yours an auto or stick? What gears are currently in it? What about his car. Does he have any suspension mods? What kind of tires does he run? Did he throw all his money at the motor without doing anything to the suspension?
All of these questions will help in determining what route you can take to get the most bang for the buck. He may dyno high but if his car isn't set up to put that power to the ground then he's not going to be as fast as you might think. Also centrifugal supercharged Mustangs in my opinion have power curves that are too peaky. Not real good for the launch or the short distance drags (i.e. roughly 1/8 mile or less.)
Depending on what he's got then you may be just a CAI, catback, decent suspension package, gears, stall, and a good set of sticky tires away.

If you want to do it without a power adder, you'll need, at the minimum:

-full exhaust with LT headers
-CAI, probably a 58mm TB also
-a top shelf ported heads and cam setup (Llloyd Elliott or Advanced Induction)
-full on dyno tune
-stronger clutch (M6) or higher stall converter (A4)
-drag radials

If you're willing to spray it, then do a converter or clutch, LT headers, drag radials, CAI and a 150 shot and you'll probably have him.

GM847 cam, some good fully ported heads (there are a ton of really good ones like TFS that won't set you back too much), 4:10 gears, really sticky tires, and some nitrous, along with a good tune and the dude in the slowbra won't see anything but your tailights.

Be careful with that rear end if you have an M6 and sticky tires because it is garbage! for 2 grand staying N/A I say your best bet is new cam (call comp cams and talk with them they will point you in the right direction) you are going to want to put in new valve springs with that and I would put the money into roller rockers as well. Then do long tube headers and buy cheap exhaust cutouts from summit (flowtech I believe makes them cheap). I would buy a new intake because that stock air box is garbage. You will be making decent power with this (better if you got it dyno tuned but with 2k you dont have the money). You are not going to get off the line on crap tires so get some bfg/nitto/mt drag radials. Now you need to do alittle suspension work to get you off the line (I would recomend BMR for everything except there sway bars because they are to big for street driving IMO). Lastly find a back road and learn how to get off the line!
I must say that doing things cheap is not the way to go. Spend the money on decent parts and build up a nice car because in the long run you get what you pay for. If you want to go cheap do what I said above.

longtube headers and a cam and a tune will net you at most ~350 rwhp and 350rwtq.. Do you have his track times? This would be the easiest way to judge how fast his car actually is because 390 rwhp in a mustang is different than in a trans am... post this and we can answer better

thats about the only way you can do it with out n20 or charger or some sort,sorry!
