I believe STS Turbo is located in Orem, Utah (just on the opposite side of SLC as Layton). If you want a 383 throwing out 500 hp, they could probably help. Give them a call and see who they'd recommend as an engine builder, someone with knowledge on turbo systems. At 500 hp, you want your parts working with each other as much as possible. Buying a crate engine and throwing a supercharger on it seems to me to be an expensive way to get an inefficient design.

The forums a great place for knowledge sharing, but you would want to make sure you have someone local to deal with.
