With your current setup, you should be darn near ~13-flat already, so add a 3500 stall, should knock ~1/2 second off your time, and with the right cam to bump your power up, then low 12's shouldn't be hard

Are you planning on racing on the street or at the track? Going to make a big difference there! If its at the track you could probably do it with a 3500 stall, 4:10 gears, some LT headers with some slicks. Suspension, power, or both?

with traction .....YES
224 cam with decent heads, and the supporting mods should dyno around 400rwhp, maybe slightly less with the high stall and auto. but the power is still there.
the problem will be traction.
throw some LCAs and sticky tires on that list...

well the advantage i got is that he doesn't know how to really shift well yet and so i guess hes an "ok" driver. also his car is STOCK right now. i dont think he will be getting any mods soon cuz his payment is like $500 each month. do u think the 3500 stall would work fine with the 233/239 cam? im guessing i should be able to take him with those 2 mods additional to wat i have right now too.

if you want to stay "cam only" meaning no heads...as i stated earlier, either the TSP torquer or the 233/239 cam should work fine.
not sure how they will react on the street with an auto.
my torquer (old version 233/233 .589" 112) on an M6 is a little touchy at idle, but i think some of that is the tune. i drive it on the street and have gotten 18mpg in my "city" driving and 24-25mpg highway at 80mph.
but whatever cam you go with...traction is gonna be an issue. so make sure to figure that into the budget. if nothing else some good tires.
but with your mods, and the 233ish cam you should be at 390-400rwhp. later on if you decide to do heads, a moderatly ported set will probably yield you 425hp or so. more than enough to eat cobras...even some modded ones...if you get traction!!!.
