I hate to say this, but I really doubt if you can keep your $20k budget going for the LS7 route. but if you can prove us wrong, more power to you... I just don't want you to be out of a car and out of cash, with $20k of parts lying around with a messed up car, that even if you did put back together again may be a nitemare to just keep running as is...
btw, when you sell your car, you might be able to sell it easier, and get more money out of it, if you return it back to stock, and also sell your rims and maybe even your body kit seperately. Ironically, a stock car may go for more than a modified car.
I'd go with Jake's idea.

I still think of you are to do a 408 or 383 w/ forged internals, not storked too much, strap the twin intercooled ATI D1SC blower on it.... The only thing is you really can't dial down the boost on a SC as you can w/ a turbo... not on the fly at least. You'd have to change pulleys. Hit it w/ enthanol injection too...
That would be an economical setup. Even twin turbo, that'd be good too.
Speed inc sells that 600+ HP 383... short block for about $3800. $1500~ish for heads and a cam... $1200 for the FAST 90/90 intake... $1000 for misc parts (fuel sys, water pump...etc) You've got a complete motor for $7500.
