Wow, i'm surprised at how many places there are online for camaro's
Please excuse my noobness...but I just do not understand all the tech talk, haha.
I was looking around for rims etc, and I came across the following,

I think the first think you are refering to is tail light blackouts, you can pick those up at any autoparts store or from supporting members on this board.
The second thing mufflers, best cheapest thing is a exhaust cutout, then you have the quiet of stock and at a flip of the switch you have LOUD to scare those ricers. you can get a cutout for $25-35 or an electric cutout for $150. Both I say got electric cutout cause it becomes a pain in the butt to get under the car to open and close the cutout all the time, even tho I drive around with my open all the time. Those you can get from supporting members like QTP or others
the third thing the gauges Im not sure about

You haven't seen those rims on a f-body for the simple fact there are only two possible rims that are allowed as upgrades over stock. Pick either the Torque Thrust II rims OR something that came on a 4th, 5th, or 6th gen Corvette. Even GM recognizes this which is why the 98' Camaro SS came with rims from the early 90's ZR-1 vette. They later came out with Camaro specific rims which people replace with either the ZR-1 rims or something off a Corvette.
Just kidding about the rims (sort of). Go with what you like best though I would recommend getting a compromise between nice looks and light weight. Why blow money on modifying the car while strapping 18" Chrome plated anchors on each corner? Not only do heavy rims add a lot of mass to the car as a whole, they also take a lot more power to make them spin up to speed. Your suspension will also have to work much harder with heavier rims. Corvette rims are usually a nice compromise which no doubt explains their popularity.

What about lighter black rims? I really had no options in 16", so that's why I figured I would go 17". I actually had people tell me rims from an iroc would work on my 96, so I got them, got them all ready, put them on, and then what the )$#^*$ they rubbed and that went to heck. So I have the stock back on now, but they are all oxodized (? is that correct?) because the previous owner didn't do crap in terms of care.
So is there anything in 16", and black? If not, light and 17"?
My camaro is red with black stripes and has a black convertable....so trying to stay with the black theme if you know what I mean.

If you're after performance, here's something else to think about. You probably got 16x8s on it now, right? Then why go with a narrower wheel? Personally, i love the look of the later SS 10-spoke wheels and that's what i bought. You can get them used for cheap, plus they're 17x9 so i can get some wider meats on 'em.

That's odd. I've always heard the 3rd gen rims fit fine on a 4th gen, but the 3rd gen guys need spacers to run 4th gen rims. Are you sure you didn't mix up the IROC rims and put the rears on the front (or vice versa)? The front and back rims on a third gen have different offsets whereas the 4th gen rims are all the same offset.
My personal preference is the first rim you linked too... with the black center. I used to love chrome wheels with a simple 5 spoke design, but I feel chrome has been been beaten to death the past several years. 17"s came stock on the SS and WS6/Firehawks, so they will certainly fit and look decent. 18"s would probably look decent whereas 19"s would be pushing it too far IMHO if they even fit.
By going with 17"s you will also have better success squeezing in the bigger brakes. You may even want to consider going with the 17"x9" rims on the front, 17"x11" in the rear. Many of the guys who go with the ZR-1 rims do this- it's the same combo used on the ZR-1 vettes plus they fill out the back a little nicer. The 9" width in the back doesn't quite fill out the fenders as nicely. On the down side: you will not be able to rotate them front-to-back simply by swapping them around. You would instead have to unmount the tires and swap side-to-side. Also the rear tires will be more expensive. Sizes used on ZR-1 rims are: 275/40R17 and 315/35R17 if I'm not mistaken. Tires of this size not only look great but they would also provide you with tons of grip. The rims you pointed out in 17" are only available in 8" width which may be a concern if you start bumping power up significantly. If you drop in a head/cam package soon, I'm sure the 8" wide rear tires will no longer give you adequate grip to hook up.
Find the guys on this and other boards that are making some real power and ask them what their experiences have taught them. Then use their advice to reach your goals by buying each part once. Modifying your car is a series of chasing the weakest link and upgrading it until something else becomes the weakest point. If you have a well-designed plan and buy the parts one time accordingly you will save a ton of effort and money in reaching that goal. Then your goal will likely change... but it's still cheaper than chasing an undefined goal!

The rims fit fine, the tires rubbed. Every bump, hit the back because they were pushed out farther, and then you couldn't make turns at all either.
So I couldn't bust up my tires (when they hit, they hit HARD and left huge gashes in the tires), also sounded horrible.

Hmmm... that's a shame. The IROC rims look great on your car. It looks like you could lower the profile of the tires and make it work? I forgot how high profile the third gen tires were- sorta like truck tires

Suggestion for the "noob".... 
First, wlecome!
Its a good idea to post each question as an individual topic on the forum set up for that topic. Also a good idea to include a "signature" with the year of your car, model, tranny, major mods, etc. That way people can give you more specific answers.
For example, on the wheels, you might want to poke around on the "Wheels and Tires" forum for some ideas. There are almost daily posts of photos of really great looking setups. The C6 wheels are getting a lot of play. Post your "wheels" question there
For the indiglo gauges and blackouts, search the "Appearance" forum, then post your question there.
Have fun!

Yeah, they did look good.
The lower profile would not have helped. Looked into that. The back could have been maybe fixed by airride, but not the front turning issue.

I went into a shop, and asked about 16" and 17", like 3 people said stay off of 17", because you could f up the rim (easily) with potholes?
How much truth is to that? I personally think it's bogus.

If you really want a good healthy loud sound, I have the SLP Loud Mouth on my SS and in my opinion I love it! It has a very deep open sound that doesnt "pop" like glass packs when you are really gettin after it. All it has is a resonator and no muffler. Plus its all stainless steel so you really cant go wrong. Like I said its just my opinion. Im sure there are others who would rather die before they would buy from SLP but they do have some good stuff. The 2 mods that I have done to my SS are SLP parts, Lid and Exhaust. Dropped my ET from 13.85@103 to 13.08@107 with an automatic. The only 2 things left to do is a Y-Pipe and headers and thats as far as Im gonna go with it.
