Wheel wobble?

Wheel wobble?
Car: 98 Z28 has poly sway bar bushings but everything else up front is old and I assume stock.
Problem: While driving down the road I have a hard pull to one side then if I hit a pot hole, bump, anything it will switch sides. If I go down a dirt road its just back and forth. Everything looked okay underneath. No grinding or noise. when I jack up the front I pulled on the front wheels and there wasn't any play. (like wheel bearings tie rods etc)
Has anyone delt with this or have any checks I can do? I don't want to assume its a bearing and pull it all apart if I don't need to. My last thought was the control arms but don't know how to check them without pulling them out.

Not really "engine tech"..... let's move this to "General 67-02 F-Body Tech" to increase the chance for responses..
