tuner program question

Is there a free program that will allow me to make the adjustments for my speedo for new rear end gears and shiftpoints ?

Not free, but not all that expensive - TunerCat:

The alterantive would be finding a low $$$ used Hypertech programmer, but the tuning software would be a better buy.
