Does the SLP fan switch turn on the "High speed" fans or just the "Low SPeed"???

With my Switch (I don't think it's SLP) you can flip the switch one way and one of the fans turns on, and flip it the other way and both fans come on.

Both, in mine center position operatates fan temps as programmed in the PCM, then either high or low speed left or right. Also works with the ignition off so don't leave them on. Yours should be the same on a '96.

I bought my car with it already installed, but it does had LED's, here's the picture:

Flip the switch to the right and both fans and LED lights come on, flip it to the left and one fan and one LED will come on. They will only turn on if you have power to the car, so you can leave them on and it will not be a problem.

The slp one. Is already pre-wired and plug and play.

It has 3 positions.

UP - Low Speed Fan Operation
CENTER - OFF
DOWN - High Speed Fan Operation

I picked up a couple LEDs at radio shack and wired them to my SLP switch. One light comes on for low, both lights for high - even lights up in the center position when the PCM turns them on.
