Possible electrical problem!

I need a little help. I recently rebuilt my LT1 and during the time the motor was apart, I also had the alternator rebuilt. I put everything back together and the car has been great until last week(about 1000mi). When I start the car cold with the lights on they strobe on the dash and outside the car. Also the voltage gauge jumps around(I'd say between 12.5 to 14.5). The stobe is constant and it does not really change with the engine speed. Anyone know if the voltage regulator can be bad? Or could this possibly be the headlight switch? I had the alternator checked and the diaodes were good. Any help would be great.
