If I were you, I would offer him $1800 with cash in your pocket and work up from there. I would go to $2400, but only if you really like the car. You can have your pick of any Z28 with that kind of mileage for $3,000. My buddy just picked up a fully loaded 96 with less than 100K original miles for $3K. I have bought a lot of cars in my life for almost half of what the seller was asking. You never know how bad the guy needs the money or just wants to get rid of the car. Remember, a car is only worth what someone will pay for it, not what KBB says.
