It depends on your emission regulations for one thing and if you removed other things. For example, I am in IL which allows one Not Ready status. Therefore, I could remove the AIR system, but if I decided to remove the EGR, for example, and I posted two Not Ready messages, then I would not pass. You can get LTs w/ AIR and EGR, and the AIR is not difficult at all to hook up.

Here in CA you would fail the visual portion of the test for 2 reasons, the lack of the AIR system and relocation of the cats as the LT's move the cats further away from the engine. You need to check the WI rules.

Where are you testing for emissions in the great dairy state? I live here in wisconsin and we don't have testing. Anyways... The AIR system heats the cats up so they work properly sooner. It only runs for the first two minutes the car is on. If you don't have a visual inspection, and the car is warm it won't matter if its there. Emissions testing centers will never make you do a completely cold start so you will be fine.
