Horn quit working, any ideas?

Ok, so I recently noticed my car quit honking when I hit the lock button on my keyless entry. So I tried the horn the other day, and its not working anymore. The fuse is good, I checked it, and when I push steering wheel to honk the horn or push the warning button on my keyless entry, I can hear something clicking, so I am pretty sure the horn is getting power. Im going to check and make sure I am getting power to the horn tonight. Do these things die often? Or maybe I have a wire that came loose? I am sure it got splashed with a LOT of water a few weeks ago when I had to drive through about 6 to 8 inches of water to get home. Im hoping its a quick fix, since my cars inspection is up this month.

They don't like water. You have one positive wire going to the horn. It's grounded through the chasis. It should have 12volts when you push the button. Where is also a horn relay.

I thought I heard a relay clicking, but im not sure where its at. I didnt' see one in either fuse box, all I saw was the fuse for the horn. I am hoping the horn is bad b/c I have a spare at my house from a parts car I have. It has been getting quieter and weaker over the past few months.
