Help with Code 42

Got my Aldl cable and with Freescan pulled Code 42 - Est Grounded.
I've read that I may simply have a wire thats grounding the circuit or something like that. Now the car has always started beautifully (instantly), the idle is rock solid, and the acceleration is good aside from some hesitation. Some of the problems include horrible emmissions (like real bad). Also, I've always had drain on the battery (would die if car sat several days).
The numerical value for Spark Advance in FreeScan ranges from 0-47, but usually stays in the 30-40 range; 40s while crusing at 110 km/h.
Also, there is a wire hanging out near the PCM
not sure if that supposed to be free.
In case it's related, my ABS light is on.
The ignition control/distributer have never been modified (by me anyway).

Any direction would be appreciated. I can provide more diagnostic numbers if needed.

I would clear the code and see if it returns. It may have been there for a long time.

The wire you see is the fuel pump prime connector. It is used to test or run the fuel pump.

Thx for clarifying the wire bit.
As for the code, I've cleared the code in FreeScan and it comes back. I've done the battery method as well many times.

Several years ago I did a tune up on the car from a performance shop and it was either the engine light or the abs light that came on right after. Unfortunately I never got the shop to take care of it then.

My real concern in all this is the clean up the emissions. I wanted to see if everything else was working before I just changed the cats. U think this code represents the reason why the car fails the emissions?

The factory shop manual has a very detailed logic diagram for sorting out DTC 42. Might want to see if someone can send you a copy, or if you can find it on the 'net.

Thx. I'll look for one.

Also, my fans are always on. I'm assuming because of the code?

That's what usually happens.
