fuel pump relay issue

i searched and read for 20 mins , seems i can't find a nswer to this one.

ok my setup is 2 255lph intank pumps. my nitrous pump works fine. the factory wire harness pump is the only 1 with a issue. so i thought i had a bad pump swapped plugs on the pumps. 2nd pump worked just fine. so i went to the relay. orange has 12 coming in ray has nothing coming out. to get the wire harness from the relay to the pump checked , i cut the wire coming right out of the relay and checked voltage there, nothing. bought a new relay and installed it expecting it to work, nothing. there is not a signal on the gray wire what so ever. i also made sure i had the ohm meter hooked up before i turned the key (knowing the prime signal is only a few seconds long). ok so what other signals is the relay counting on to send power to the gray wire. i also ohmed the ground wire to make sure it was good. i even added a jumper ground to the pump harness at the tank. still nothing, now if i bypass the relay with a keyed source out of the fuse block , the pump primes. so in my thoughts i have a issue in front of the relay that is not supplying a signal. is this correct for all 5 wires. gray-fuel pump/ orange-12 volt source/ black with white stripe-ground/ red-fuel pump prime / green white stripe-fuel pump relay control in pcm. so what else could not be sending a signal?

If memory serves the grey wire is the pump prime and the red is the pump source voltage from the relay but I dont have any of my books in front of me to know for sure. There could be something wrong with your theft deterrent relay as well. Once the computer get a signal from the theft det relay it kicks on the relay for the fuel pump. Look near your pcm there should be a single wire with a connector on it. That is your fuel pump prime wire. If you apply 12vdc to that connector the pump should kick on and that wire should be grey and attached to your relay

sorry i did leave that part out (knew i would forget something). the pump prime under the hood at the computer does work. last night i spent more time reading. found a post that said it might need the opti hooked up for the low res signal. well that didn't work. then i saw someone say the tank float had to be giving a signal, so i held the float high as i could. again no pump prime. i am going to look at the ecm harness today for the dark geen and white stripe wire and look for damage (i just installed a versa fueler last week). the veersa fueler shouldn't effect it though, i toned out every line 2 to 3 times to make sure i had the correct ones, for the injectors. i am so close to bypassing this damn relay. would the ignition moduel have any effect on the pump prime? as far as a signal back to the ecm (the motor is out of the car BTW)

ok now i will also check the vats system today. i have the book for all the wiring for different years and such. if you think of anything else please throw it my way. thanks for pointing out the vats system.

Question

you not gonna belive this crap. i went out with the laptop to pull out my program to see if i had vats disabled. been so long i can't remember. well i hook the battery charger up and hook the adal cable up and turn the key to run and the damn thing primed. i looked at the fuel pump and started laughing. killed it quick (since pump is not setting in the gas) and turned the key over agian, after i made sure i didn't still have my jumper hooked up. well when i turned the key the pump started to prime. i didn't change a freaking thing. well i am gonna let it ride and count it as i must have fixed a wire , that i didn't see any issue with to begin with. i am going to keep a jumper with me in the car though just in case, or i can cut my nitrous kit n and use that pump as my primary pump to get home.
