fuel pump psi

i put the new walbro in this morning and possibly left out a piece

all i know is that i had all my tools out and dont remember seeing that around before but i found it in the area i was working on the pump. so i would like to know if it is part of it in anyway?

the fuel pump did fix the problems i had been having. but now i have a new problem that might have to do with that part in the pic above.
when i start the car the fuel psi is at 0. so i have to prime it like 5 times for it to get up 30/40. the more times i turn the key over the more it goes up.
now lets say i drive the car for 20 minutes and turn it off. i can turn the key on and it wil go right up to 40 for 2 seconds, then it will drop right down to 0 afterwards.

what does that sound like a symptom of?

Sounds like its the check valve that holds pressure in the system. Maybe someone can confirm that.....

I'm thinking it came from something he used to cut the trap door. I've seen this thing in the past but for the life of me I can't remember where or when....

As for the fuel pressure issue, I'm wondering if it isn't an air pocket trapped against the gauge. All just amateur guessing though....

p.s. i used a 4 inch grinder to cut the hole, that piece was defiently not something i used to cut the hole.

the gauge i am using has the push button on the side with a qtr clear line coming out. so i just went outside and had the car running and pushed the button and let the gas run out of the line about 5 times.
i think it is something in assembly now. as i was pressing the button, gas would only come out for the 2 seconds. then there was no pressure left.
i am going to pull pump out in a few, anything i should look for that would be part of the pressurizing of the lines?
also since doing the pump i always have half a tank of gas. so something is wrong with the float device in the tank.

edit: injuneer, u said it sounds like the check valve. as in the symptoms? or could that piece be the check valve?
