Define "smog legal"..... what state, what standards, rolling emissions, visual insepction, Federal standards enforced, any diagnostics "programmed out", etc. There are too many variations to make the answer meaningful.

That would be CARB legal.
You should to realize that CARB requirements are more strict than Federal requirements. So a car could be totally legal in TX following federal guidlines, but still be illegal in CA.

Can we assume that you mean a car that has an emissions inspection sticker (no matter how it was obtained), and is legally registered to drive on the street? I can give you a link to a video of a 97 SS convertible that meets those requirements in NJ, and ran mid-8's and 160+MPH in the PRO Edelbrock Xtreme Street Class.
