A/C delete has nothing to do with hot coolant flowing to the heater core, or determining which vents the hot air flows to.
The coolant always flows to the hearer core (unless the core is plugged with sludge), and the flapper door that switches between hot and cold air flow is cable operated by the temperature control ****.

You have to add a "SIGNATURE" so people know what year your car is, and other important info. Not all years are the same. I remember because I already asked you for the year in another thread. But others may not know, so they cannot provide help.

FIRST - if you don't have heat under any circumstance... heat or defrost... make sure the heater core isn't plugged up - a common problem. With the engine hot, both the heater supply and return lines should be very hot. If the return is not hot and the supply is only lukewarm, the core is plugged. There is no shutoff valve so the only other possibility is a plugged restriction orifice up by the water pump.
If the core is plugged up, pull both hoses off the water pump and flush with a garden hose. Do not get the distributor wet.

As far as the details of accessing it and repairing it, if that is the problem, unless someone else here has done it, you will need the factory service manual.
