That is a 20# cap. You need an 18#.

Re: coolant being pushed up through overflow coolant

The link opens, and shows that the cap has a rating of "20", meaning 20 psi... which means it opens when the pressure builds to 20 psi (pounds per square inch). The LT1 cap should be rated at 18# (18 psi).

Click on the "Specifications" tab:

Cap Finish: Plated
Cap Material: Steel
Lever Type: Yes
Logo: Yes
Material: Steel
Maximum Pressure: 20
OE Replacement: No
Quick Pressure Release: Yes
Radiator Cap Shape: 4 Ear
Reservoir Overflow System: Yes
Shape: 4 Ear
It doesn't help that when you do the "check vehicle fit", it shows 18 psi.

This part is an Exact fit for your1994 Chevrolet Camaro Z28

Safety Release Radiator Cap; 18 psi Pressure Rating

It is the right rating, if it fits the neck of the radiator. They are not all the same. Since you tested the cap good, I doubt if this is going to fix your problem. Guess it couldn't hurt to try. I would do the hydrocarbon test that Injuneer suggested.
