unstable BLMs

well, back in march i installed headers and exhaust, and ever since, i have had an annoying backfire at about 2400 or so, it will stumble, then actually back fire
I got tired of just throwing money and parts at it (plug wires, cap/rotor, o2 sensors) and put it on a solus scanner today and drove with it and monitored it as i drove around.
I noticed it was running extremely rich, BLMs would go to about 113 or so, then at idle in closed loop they were 127.
Does this sound like i just need a tune, or does it sound like something with the fuel system or ignition? Would fouled plugs cause this?

Not sure I understand the sentence above. When are the BLM's 113?

Verify you don't have any exhaust leaks at the manifold. Usually exhaust manifold bolts need to be retightened after several thermal cycles. Your bolts could be loose after installing your headers allowing exhaust leaks that can throw off your air/fuel ratio.
