Fuel filter causing lean?

Okay I just threw My 383 in and My wideband is running real lean WOT it is off the scale, and driving around it goes lean then rich then lean etc.

Also after i shut the car off the pressure slowly drops down (more than it did before)

The filter looks like the stock one for 1987 lol I can even get it off. Do you think this would be a problem for my leaness?

im not sure what the pressure is WOT bc the gauge is under the hood. The pressure is about 42ish Idle witht he vacuum line ON.

I changed it yesterday and alot of brown fuel came out of the back end of the filter.
