Your smog pump does not have a "pulley" and is not driven by the serpentine belt. It runs on an electric motor.
You can leave the pump bolted to the front/driver's side of the engine, or you can remove it. You will need to plug the connection on the air intake ducting for the hose that supplies air to the AIR pump. Your 96 may also have have the smog recall done on it, in which case you would have an extra vacuum line "tee'd" in the vacuum lines on the driver's side of the engine. That tee would have to be removed or the nipple capped.

You also have to plug up the connection on the back of the intake manfold where the corrugated riser tube for the exhaust gas connected. If you remove the EGR valve, you need a blockoff plate for that. If you remove the EGR vacuum solenoid, you need to plug the vacuum nipple on the driver's side of the intake manifold.

Then you need to have the EGR and AIR codes programmed out of the PCM.
