EXACT OUTPUT TORQUE ÷ EXACT INPUT TORQUE = STR. STR is just what the name implies. The ratio of torque multiplication at stall.

The definition you give is as good as any. But it's not a concept that has much practical use for the end user. If you have a very finely tuned combo and are using a high end converter, you could work with your converter supplier to give you a bit harder or softer hit off the line. Which is another way of saying that you would be altering the STR. But it's not even a term the high end manufacturers use, in my experience.
